Filibuster Flip Flops

Republican Senate Majority leader Bill Frist says he’s “made it clear what the principle is, a fair up-or-down vote.”
Republican Senator Bill Frist joined an unsuccessful Republican filibuster in 2000 to block Richard Paez, a Clinton nominee.

Democratic Senator Tom Harkin recently said of the filibuster, “for more than two centuries… it has been essential to America’s system of checks and balances.”

Republican Senator Orrin Hatch was Judiciary Committee chairman during the Clinton Era. During that time he changed the panel rules to allow either senator from the home state of the judicial nominee to file a “blue slip” that effectively put the nomination on hold.
Republican Senator Orrin Hatch changed the rules again when Bush became president. Now it takes both senators from the nominee’s home state to file a blue slip.
